About Marinduque State University
The Marinduque State University began in 1952 when Republic Act No. 805, authored by then Congressman Panfilo M. Manguera was signed into law by the late President Elpidio Quirino instituting the establishment of the Marinduque School of Arts and Trades (MSAT) in Tanza, Boac, Marinduque. The school offered two levels of education until 1975: the Two-Year Technical Education and the Four-Year Secondary Programs.
In the school year 1975 – 1976, DECS Order No. 28, s. 1975 authorized the school to offer the four-year Bachelor of Science in Industrial Technology (BSIT) curriculum. On the second endorsement of the Secretary of Education, the school was further permitted to offer the Bachelor in Industrial Education (BSIE) curriculum in the School Year 1978-1979.
On April 8, 1983, Batas Pambansa Blg. 377 filed by the Honorable Carmencita O. Reyes was signed into law by President Ferdinand E. Marcos converting the MSAT into the Marinduque Institute of Science and Technology (MIST) providing opportunities to expand its curricular offerings. The Bachelor of Science in Civil Engineering (BSCE) program was opened in Boac Campus and MIST established its Torrijos Campus offering Bachelor of Science in Agriculture, Bachelor of Science in Fishery, Trade Technical Education, and Secondary Education.
Congresswoman Carmencita O. Reyes again filed a bill and authored Republic Act No. 6833 changing the name of Marinduque Institute of Science and Technology to Marinduque State College, effective January 5, 1990. In her desire to extend the college’s service to Marinduqueños, Cong. Reyes again authored Republic Act No.7319 which was approved on March 30, 1992, making MSC more accessible to the people. The school was established in Pinggan, Gasan; the School of Agriculture in Poctoy, Torrijos was institutionalized and the former Marinduque Community College in Sta. Cruz, thus, establishing the four campuses in Poblacion and Matalaba, Sta. Cruz, Poctoy, Torrijos, and Pinggan, Gasan.
The establishment of the School of Fisheries is mandated by RA 7319 to be established at Barangay Pinggan, Gasan. However, due to the unavailability of suitable sites at Barangay Pinggan, it was relocated to Barangay Banuyo, Gasan. The relocation was approved through the leadership and relentless efforts of several individuals: firstly, by Cong. Carmencita O. Reyes; secondly, Hon. Ulysses Ituralde, Mayor of Gasan together with the Sangguniang Bayan Members passing and approving SB Resolution No. 94-57 which strongly favored the relocation of the School of Fisheries to Banuyo. Finally, the relocation was approved through the letter of appeal of Prof. Atilano H. Menorca, the Officer-In-Charge, to His Excellency Fidel V. Ramos, President of the Philippines Republic on April 26, 1995.
In 2010, with the aspiration of continually providing quality and innovative education to the youth of Marinduqueños, MSC took the initiative to convert the college into a state university. The first universityhood bill - HB No. 04457 was filed by Cong. Lord Allan Jay Q. Velasco in 2011 during the 15th Congress. Subsequently, in 2013, during the 16th Congress, Congresswoman Regina Ongsiako Reyes filed HB 1820. Then in 2016, Cong. Velasco filed the bill anew with HB No. 1281.
In 2019, House Bill No. 8729 authored by Congressman Lord Allan Jay Q. Velasco was enacted into Republic Act (R.A.) No. 11334 signed by President Rodrigo Roa Duterte on April 26, 2019.
On May 27, 2024, by virtue of the CEB Resolution No. 276-2024, the long-coveted dream of becoming a full-fledged university was approved by the Commission after being found compliant with the conversion requirements stipulated in Section 21 of RA 11334.
The historical declaration of conversion of Marinduque State College in the Municipality of Boac, Province of Marinduque into a State University to be known as Marinduque State University and the oath taking of the first University President, Dr. Diosdado P. Zulueta were held on July 3, 2024 at CHED Central Office, Quezon City.
As the first university in the province, MarSU envisions becoming a globally recognized university by 2030, fostering academic excellence through research and innovation.
